• Requires athlete agents to register with the Secretary of State and establishes registration requirements including background checks, disclosure of criminal history, civil proceedings, and prior disciplinary actions.

• Mandates that agency contracts include specific warnings about potential loss of athletic eligibility, a 14-day cancellation period for student athletes, and notification requirements to educational institutions within 72 hours of contract signing.

• Prohibits athlete agents from providing false information, giving money or gifts to student athletes before contract signing, and recruiting unregistered agents; establishes criminal penalties of $500-$2,000 fines and up to 1 year imprisonment for violations.

• Allows educational institutions and student athletes to bring civil actions for damages against agents who violate the chapter, with prevailing plaintiffs entitled to recover attorney's fees; establishes civil penalties up to $50,000.
