Authorizes the Delaware Department of Transportation to issue multi-trip permits for oversize/overweight vehicles on an annual basis, in addition to the existing monthly permit option.

Permits may be issued to utility companies for piling and pole trailers (up to 4 trailers per permit) and manned/unmanned aerial vehicles up to 50 feet long (one vehicle per permit).

Permits may be issued to pole and piling haulers for piling and pole movements (one tractor per permit) and to owners/renters of double-bottom vehicles not exceeding 80,000 lbs and 102 inches wide on specific routes.

Annual permits are not limited to a specified time period, whereas existing monthly permits must be issued for a designated monthly period.
