Updates the Committee's composition to include the Chief Judge of the Court of Common Pleas (replacing the Chief Magistrate) and changes the Criminal Justice Council Chair to Director, recognizing the Court of Common Pleas as a principal beneficiary.

Clarifies that programs may operate before or after case adjudication and removes the requirement that programs serve only a specific community or locale.

Revises confidentiality provisions to establish that all program materials and communications are confidential and privileged, with exceptions only for threats of injury or damage and for the Committee's administrative access.

Eliminates the requirement that organizations provide their charter of incorporation as part of the funding application and consolidates reporting requirements on community service hours completed.
