Expands eligibility for Delaware State Fair Centennial Limited Edition Special License Plates to include trucks and trailers with a manufacturer's gross vehicle weight rating (GVWR) of up to 26,000 pounds

Allows vehicles owned by businesses and artificial entities (corporations, partnerships, companies, associations) to qualify for the special license plates

Removes outdated language specifically referencing vans with 3/4-ton or less manufacturer's rated capacity

Replaces the previous 3/4-ton weight limit standard with the more precise GVWR measurement system

Maintains eligibility for private passenger vehicles while broadening the scope to include qualifying commercial and business-owned vehicles
