Allows the Board of Electrical Examiners to waive criminal history requirements for felony convictions where more than 3 years have elapsed for crimes against a person, or more than 2 years for other felonies.

Permits waiver of felony and misdemeanor convictions if the applicant is on Level I or II probation or parole (instead of precluding anyone on probation or parole).

Prohibits the Board from considering any conviction where more than 10 years have elapsed since the conviction date, with no other criminal convictions in the intervening time.

Adds a new requirement that applicants must submit evidence they have not been convicted of a felony sexual offense.

Allows the Board President or designee to approve waivers between meetings, in addition to approval by majority vote at Board meetings.
