Permits wine producers with valid licenses in Delaware or other states to obtain a wine direct shipper license and ship wine directly to Delaware consumers through licensed common carriers.

Limits direct shippers to selling maximum of 3 9-liter cases per household annually, with a total state cap of 1,800 9-liter cases shipped into Delaware per year.

Requires wine direct shippers to pay excise taxes quarterly on all sales to Delaware residents, report sales data to the Commissioner and Division of Alcohol and Tobacco Enforcement quarterly, and allow audits of their records.

Mandates that wine shipments be labeled with age verification warning, require signature of person 21 or older at delivery, and prohibit shipment of wine already listed for sale by importers to retailers in Delaware.

Requires carriers transporting wine to obtain a carrier permit, biennially renew it, report quarterly shipment details, and ensure delivery personnel receive training on responsible alcohol delivery practices.
