Raises the competitive bidding threshold from $20,000 to $50,000 for contracts involving materials or services in the Town of Millsboro

Allows the Town Council to award contracts to bidders other than the lowest responsible and responsive bidder if they provide a written determination explaining why the alternative award better serves the Town's interests

Establishes specific criteria for determining if a bidder is "responsible," including financial resources, record of performance and integrity, legal qualification to contract, and completeness of submitted information

Defines a "responsive" bid as one that conforms in all material aspects to the contract plans and specifications

Authorizes the Town Council to reject all bids on any contract before award if it believes doing so is in the Town's best interest
