Adds the third day of Diwali to the list of dates when sparklers and ground-based sparkling devices may be legally used in Delaware, alongside July 4, December 31, and January 1

Permits the sale of sparklers and similar non-explosive, non-aerial fireworks items to persons 18 years and older during a 30-day period before and including the third day of Diwali

Covered items include wire or wood stick sparklers (up to 100 grams), ground-based sparkling devices (up to 75 grams per tube or 500 grams total), snakes, smoke devices, and trick noisemakers like party poppers and snappers

Recognizes the cultural significance of Diwali, a 5-day festival celebrated by Hindus, Sikhs, and Jains, where fireworks are traditionally part of the celebration
