Adds new definitions to Delaware vehicle code including "automobile transporter," "covered heavy-duty tow and recovery vehicle," "Federal-aid primary system highway," and "natural gas vehicle"

Grants commercial motor vehicles reasonable access between Interstate roadways, Federal-aid primary system highways, US numbered routes and terminals, facilities for food, fuel, repairs, rest, and loading/unloading points

Extends existing vehicle size regulations that apply to interstate highways and US numbered routes to also cover Federal-aid primary system highways

Formally adopts federal commercial vehicle size limit exemptions under 49 U.S.C. § 31111 and § 31113, and federal interstate weight limit exemptions under 23 U.S.C. § 127

Expands Delaware's adoption of federal motor carrier safety regulations to include Code of Federal Regulations Parts 374, 385, and 386 in addition to previously adopted parts
