Applies the new "health-care practitioner" definition throughout medical marijuana statutes, including patient registration, written certifications, and legal protections for providers

Clarifies that authorized marijuana use by registered patients is equivalent to other physician-prescribed medications for medical care purposes, including organ transplant eligibility

Makes technical corrections to conform medical marijuana law language to Delaware Legislative Drafting Manual standards
