Establishes that only persons 18 years or older can be charged with prostitution as a class B misdemeanor for engaging in, agreeing to, or offering to engage in sexual conduct in return for a fee

Elevates prostitution to a class A misdemeanor with a mandatory minimum $500 fine (not suspendable) when the offense occurs on or within 1,000 feet of school property, residences, churches, synagogues, or other places of worship

Removes the requirement that a person be aware of proximity to protected locations as a defense to prosecution under this section

Creates a presumption that minors who engage in prostitution are neglected or abused children under Title 10, § 901

Requires police officers with probable cause to believe a minor has engaged in prostitution to immediately report the matter to the Department of Services for Children, Youth and Their Families
