Requires clergypersons and ministers of any religion to register with the Clerk of the Peace in any Delaware county to solemnize marriages.

Upon registration, clergy receive an online registration card with a personal registration number that must be entered on each Certificate of Marriage they perform.

A single registration with any county Clerk of the Peace adds the registrant to a statewide online registry, authorizing them to solemnize marriages throughout Delaware.

Unregistered clergypersons or ministers who perform marriages are subject to non-criminal penalties by the county Clerk of the Peace, including suspension or revocation of their authority to solemnize marriages in Delaware.
