Establishes the Delaware Population Consortium to annually prepare, review, and revise comprehensive population projections for Delaware, each county, and each incorporated municipality with a 30-year planning horizon.

Requires all State agencies, counties, municipalities, and school districts to use Consortium projections for planning and policy purposes, or use the most recent U.S. Census Bureau estimates if no Consortium projection is available for a given year.

Makes Consortium projections and related demographic information available to the public and designates the Consortium as the advisory board for the Delaware Census State Data Center.

Authorizes the Consortium to create supplementary materials including seasonal population estimates for resort areas and population projections for Planning Districts and Traffic Analysis Zones.

Establishes voting membership comprising representatives from the Office of State Planning Coordination, three county governments, federally-designated Metropolitan Planning Organizations, incorporated municipalities over 20,000 persons, and eight State departments, with governance by bylaws approved by two-thirds of voting members; takes effect November 1, 2019.
