Prohibits manufacturing, selling, purchasing, transferring, or possessing large-capacity magazines defined as ammunition feeding devices capable of accepting more than 15 rounds of ammunition.

Establishes penalties of class B misdemeanor for first offense and class E felony for subsequent violations; large-capacity magazines are subject to forfeiture.

Exempts U.S. government personnel, armed forces members, law-enforcement officers, qualified retired law-enforcement officers, and concealed carry permit holders from the prohibition.

Requires residents possessing large-capacity magazines at the effective date to relinquish them to a law-enforcement agency by June 30, 2020.

Establishes a state-administered compensation program providing $10 per magazine for voluntary relinquishment between the effective date and June 30, 2020; appropriates $15,000 for the buyback program in Fiscal Year 2020.
