Establishes Delaware's standard time as eastern standard time year-round, exempting the state from the federal requirement to observe daylight saving time (15 U.S.C. § 260a).

Repeals § 709(e) of Title 4, which previously allowed municipalities to observe daylight saving time during the applicable period.

Requires the Governor to request that the U.S. Secretary of Transportation place Delaware in the Atlantic standard time zone, contingent on New York, Pennsylvania, New Jersey, and Maryland each enacting similar laws.

Takes effect on the first Sunday in November after the Secretary of Transportation places Delaware in the Atlantic standard time zone and the Governor notifies the Registrar of Regulations.
