Authorizes the Division of Motor Vehicles to issue special registration plates supporting Delaware's 3 counties and 57 municipalities without requiring separate legislation for each request.

Requires a minimum of 50 applications for a county or municipality to receive approval for special registration plates, except municipalities with fewer than 1,000 residents may be approved with fewer applications.

Assesses a one-time $20 fee upon initial application ($10 administrative fee, $10 for the county or municipality) in addition to standard annual registration fees.

Directs the Division to deposit the $10 non-administrative portion of fees into a special account managed by the State Treasurer, with funds distributed to counties and municipalities proportionally based on application numbers.

Allows counties and municipalities to replace the standard "The First State" wording on plates with their own name, subject to Division approval for safety and appropriateness concerns.
