Requires all Delaware school districts and charter schools serving grades 7-12 to provide age-appropriate, evidence-informed instruction on consent and respecting personal boundaries as part of health education, beginning in the 2020-2021 school year

Defines "consent" as the unambiguous, voluntary, and freely given agreement by all participants in sexual activity, explicitly excluding submission resulting from force or threat, and excluding assumptions based on dating or relationship history

Mandates each school district and charter school designate an individual to oversee consent education implementation and report that person's contact information to the Department of Education by September 15 annually

Requires designated individuals to report on implementation to the Department of Education by November 15 each year, and the Department must submit a written report to the Governor and General Assembly by January 15 annually

Grants the Department of Education authority to promulgate regulations necessary to implement and enforce the consent education requirements
