Makes compensation a mandatory subject of collective bargaining for any group of state employees who have certified a labor organization as their exclusive bargaining representative

Repeals Section 1311A of Title 19, which previously established 12 specific bargaining units for state merit employees (including correctional officers, nurses, administrative staff, etc.) and required coalition bargaining for compensation

Eliminates the December 1 or May 1 deadline for reaching collective bargaining agreements pertaining to compensation

Removes the requirement that certification of employee organizations can occur through demonstration of majority representation without a secret-ballot election

Requires all pay changes in future collective bargaining agreements to become effective on the first day of a full pay cycle
