Increases the Council on Recreational Fishing Funding from 7 members to 10 members.

Restructures appointment authority: 6 members appointed by the Governor, 1 by Senate President Pro Tempore, 1 by House Speaker, 1 from Delaware Mobile Surf Fisherman Association president, and 1 ex-officio non-voting member from Division of Fish and Wildlife.

Changes term lengths so Governor-appointed members serve 3-year terms while all other members serve at the pleasure of their appointing authority.

Removes political party affiliation requirements for council membership.

Eliminates the requirement that Council meet no more than twice per year, allowing flexibility in meeting frequency while maintaining the minimum of once per year.
