Establishes a handgun qualified purchaser card (valid 90 days, renewable) and a firearms qualified purchaser card (valid 3 years) that must be presented before purchasing firearms; handgun cards limit purchases to one handgun per card while firearms cards allow unlimited purchases of rifles, shotguns, and other non-handgun firearms.

Requires applicants for either card to complete a firearms training course within 2 years before application, covering firearm safety, storage, ammunition handling, shooting fundamentals, federal and state firearms laws, use of deadly force, and suicide prevention; exempts holders of valid concealed carry permits from this requirement.

Mandates that licensed dealers and unlicensed persons conduct criminal background checks before selling or transferring firearms and requires the card holder to present their valid purchaser card at time of purchase.

Requires transferors to submit federal firearms transaction records (or a state-developed standard form) to the Department of Safety and Homeland Security within 72 hours of any firearm sale, with records maintained in a searchable database accessible only to law enforcement for criminal investigations or prosecutions.

Effective 6 months after enactment; prohibits firearm registration systems except as relates to prohibited persons under Delaware law.
