Adopts the Physical Therapy Licensure Compact, allowing physical therapists and physical therapist assistants licensed in member states to obtain expedited "compact privilege" to practice in other member states.

Establishes the Physical Therapy Compact Commission to administer the compact, process applications, maintain a data system of licensure and adverse action information, and promulgate rules binding all member states.

Requires licensees seeking compact privilege to hold an unencumbered license in their home state, have no adverse actions within 2 years, comply with remote state laws and jurisprudence requirements, and pay applicable fees.

Preserves state regulatory authority by allowing member states to investigate licensees, take adverse actions against compact privileges, and remove privileges for violations, while maintaining a centralized reporting system for adverse actions and investigative information.

Grants active duty military members and military spouses flexibility to designate their home state as their home of record, Permanent Change of Station, or current state of residence for compact privilege purposes.
