Authorizes Delaware Department of Transportation to disburse Community Transportation Funds totaling $328,274 in one-time reimbursements to nine organizations including volunteer fire companies ($200,000 total for command vehicles), American Legion Post 8 ($50,000 for ambulance equipment), Delaware SPCA-Newark ($9,974 for entrance sign), and Devonshire Civic Association ($1,800 for snow removal)

Allows Appoquinimink School District to transfer non-obligated capital improvement funds from the Whitehall Elementary School project to the Fairfield Campus project to address increased costs from extraordinary site conditions

Increases authorized funding transfer for the Garashes "L" Project in south Wilmington from $2,000,000 to $2,380,000 and expands eligible use to include road construction projects associated with the Wilmington Riverfront Sports Project

Appropriates $7,500,000 to Office of Management and Budget for Construction/Federal Contingency and $2,473,227 to Delaware National Guard for minor capital improvements at the 198th Readiness Center and Georgetown Readiness Center

Authorizes Appoquinimink School District to exchange approximately 28.19 acres of Silver Lake Park to the Town of Middletown in exchange for a 24.81-acre parcel adjacent to Brick Elementary School, with Middletown responsible for subdivision approvals and transaction costs
