Permits horse racetracks to brew beer on-premises with a maximum production limit of 4,000 barrels per calendar year.

Allows horse racetracks to sell brewed beer for on-premises consumption and in growlers for off-premises consumption, and to sell beer in labeled containers to licensed wholesalers.

Prohibits horse racetracks that brew beer from owning, operating, or being affiliated with any importer of alcoholic liquor.

Exempts horse racetrack beer manufacturing and sales from distance requirement restrictions that apply to other establishments under § 543(d).

Maintains validity of horse racetrack and multi-purpose sports facility liquor licenses regardless of whether race meets or sporting events are in progress.
