Allows unmarried cohabitating couples to jointly petition for adoption of children under 18 years old, with cohabitation defined under 13 Delaware Code Section 1512(g)

Establishes three requirements for adoption eligibility: Delaware residency or prior child placement, recognized relationship status (unmarried, divorced, legally separated individual, married couple, or cohabitating non-married couple), and age 21 or older

Permits unmarried cohabitating couples to jointly adopt persons 18 years of age or older, in addition to currently allowed individual petitioners and married couples

Removes the phrase "husband and wife" from adoption statutes and replaces with more inclusive language recognizing multiple relationship types

Maintains existing adoption rights for individuals adopting persons who have reached age 18 under subchapter II of Title 13
