Establishes the Division of Civil Rights and Public Trust as a separate division within the Department of Justice with a Director appointed from Delaware Bar members who reports directly to the Chief Deputy Attorney General.

Grants the Division authority to investigate and prosecute hate crimes under Title 11 § 1304, misconduct by public officials and state employees committed under color of law, and all use of deadly force incidents by law enforcement.

Empowers the Division to enforce pattern and practice violations under Chapters 45 and 46 of Title 6 and to investigate civil rights violations in public accommodations, housing, employment, education, and disability rights.

Clarifies that the Division operates independently from other Department of Justice divisions to avoid conflicts of interest and effectively enforce civil rights and public trust laws.

Changes terminology in § 2517 from "chapter" to "subchapter" regarding the Division of Consumer Protection Director's designation authority.
