Ratifies the National Crime Prevention and Privacy Compact (34 U.S.C. § 40316), allowing Delaware to join as a Party State to enable interstate exchange of criminal history records.

Establishes framework for sharing criminal records between federal government, states, and authorized agencies for noncriminal justice purposes such as employment background checks, licensing determinations, and national security clearances.

Creates the Compact Council with 15 members to establish rules, procedures, and standards governing the Interstate Identification System (III System) for record dissemination, response times, data quality, and privacy protection.

Requires states and the FBI to maintain criminal history repositories and participate in the National Fingerprint File and National Identification Index while ensuring criminal justice purposes receive priority over noncriminal justice uses.

Specifies that criminal history records (excluding sealed records) can be disclosed only for purposes authorized by federal statute, executive order, or state law approved by the Attorney General, with fingerprints or biometric identification required for record requests.
