Creates Chapter 55 of Delaware Code establishing that foreign law cannot be applied in Delaware courts if it violates fundamental constitutional rights (due process, freedom of religion/speech/press, privacy, marriage rights)

Voids any court ruling, arbitration decision, or administrative agency decision that applies foreign law denying parties the same fundamental constitutional rights protected by U.S. and Delaware constitutions

Prohibits foreign law from being used as a defense to criminal acts, including domestic violence

Requires courts and arbitrators to modify or void contracts containing foreign law or foreign venue provisions that would violate fundamental constitutional rights of the parties involved

Exempts business entities contracting to subject themselves to foreign law outside Delaware and the U.S., and exempts religious organizations regarding purely ecclesiastical matters, provided such exemptions do not authorize unlawful acts
