Recognizes that nearly half of the signers of the Declaration of Independence were of Scottish descent and governors in 9 of the original 12 states were of Scottish ancestry, including Delaware's first governor John McKinly

Notes that April 6 commemorates the signing of the Declaration of Arbroath in 1320, which inspired the American Declaration of Independence

Acknowledges Scottish-American contributions to science, technology, medicine, government, economics, architecture, literature, media, and the arts

References the U.S. Senate's 1998 recognition of April 6 as National Tartan Day and President George W. Bush's 2008 Presidential Proclamation establishing the observance
