Establishes a Utilities Coordination Working Group to recommend measures for shortening the time required to coordinate and implement utility relocations on Delaware transportation projects.

Working Group must submit final recommendations to the General Assembly by January 1, 2020, and may recommend agreements, regulations, or legislation.

Membership consists of 13 representatives including two legislators (nominated by House Speaker and Senate President Pro Tempore), the Department of Transportation Secretary and Utilities Engineer, and representatives from 9 utility companies and 2 industry associations.

Requires formation of at least two subgroups to examine utility relocation coordination during the design phase and construction phase of transportation projects.

Addresses coordination challenges among 50 utility companies operating 98 franchises in state-owned rights of way under Delaware Code Title 26.
