Urges the Governor and Secretary of Health and Social Services to apply for a Section 1332 Waiver under the Affordable Care Act to establish a state reinsurance program designed to lower health insurance premiums.

Addresses Delaware's health insurance market challenges, including only 1 commercial insurer offering plans on the state Marketplace and some of the highest health insurance premiums in the nation.

Establishes a proposed program fund structure with a director to administer reinsurance operations, funded by federal waiver allocations, state designations, and other sources, with no state appropriation requirement.

Notes that more than 22,000 Delawareans are currently enrolled in Marketplace plans and that reinsurance protection against high-cost claims can reduce insurer risk and lower consumer premiums.
