Establishes a 15-member Division of Developmental Disabilities Services Task Force to review and make recommendations on the Division's policies, rules, structure, and regulations regarding home and community-based services for adults with intellectual and developmental disabilities

Task Force will examine wages and turnover rates for direct support professionals (DSPs), including shift leads, as well as vacancy duration and staffing levels

Requires review of substantiated abuse, neglect, and exploitation incidents by service setting, plus a synopsis of provider violations, probations, and appeals from 2015 through 2019

Members include legislators from both chambers and parties, representatives from higher education, service providers (supported employment, day habilitation, residential, clinical nursing/behavioral analyst), disability advocates, and one Division staff member

Task Force must hold its first meeting by August 1, 2019, meet monthly, and submit a final report with findings and recommendations to the General Assembly and Governor by January 31, 2020
