Establishes the DHSS Reorganization Committee to conduct a comprehensive strategic review of the Department of Health and Social Services, which has operated largely unchanged since its 1970 inception despite Delaware's population growing 76% to nearly 1 million people.

Committee composition includes senators and representatives from both majority and minority caucuses, the DHSS and Department of Human Resources secretaries, budget and fiscal officials, disability advocates, healthcare associations, and public experts in health and social services delivery.

Committee must meet at least quarterly to review the Department's strategic plan development, provide recommendations to the DHSS Secretary, and ensure public input through surveys, focus groups, and electronic submission methods.

Requires the Committee to report to the Joint Finance Committee by March 31, 2020, with findings on strategic objectives, reorganization recommendations, and detailed analysis of impacts to personnel, information systems, federal funding, timeline, code changes, and implementation costs.

Directs the General Assembly to consider the strategic planning results and any proposed organizational restructuring for inclusion in future fiscal budgets to ensure efficient, effective, and high-quality services to Delaware citizens.
