Requests Delaware Department of Transportation and Delaware State Police jointly examine the issue of slower-moving vehicles in the left lane of multilane roadways and report recommendations by May 1, 2019.

Directs the agencies to address benefits and costs of adopting new traffic laws, installing additional or different signage, and assessing current enforcement levels of existing laws.

Notes that existing law (House Bill 140 from 2012) prohibits driving below posted speed limits in left lanes, with only 116 summons issued statewide between January 2015 and December 2018.

Cites research indicating that vehicles driving 5 mph slower than surrounding traffic increase accident risk more than those driving 5 mph faster, and notes some states like Pennsylvania and New Jersey restrict left lane use to passing and turning only.

Requires the report be distributed to legislative members and the Division of Research's legislative librarian.
