Recommends the Delaware Judiciary assess the implementation of Interim Rule 5.2, which has been in effect since January 1, 2019, as part of the state's bail reform efforts.

Requests collaboration between the Judiciary and criminal justice stakeholders to finalize a court rule that balances releasing low-risk defendants before trial while protecting public safety from defendants accused of violent crimes.

Expresses concern about the Interim Rule's application to defendants accused of violent crimes and firearm-related offenses, particularly regarding the presumption that cash-only secured bonds should be set for violent felonies involving firearms.

Acknowledges that while legislative action on the Bail Reform Act may be necessary, the General Assembly believes the Judiciary and stakeholders can more quickly finalize an appropriate court rule through collaboration.
