Direct the Delaware Public Service Commission to conduct a comprehensive review of the Qualified Fuel Cell Provider (QFCP) tariff and facilities to identify options for reducing the burden on Delmarva Power ratepayers.

Authorize the Public Service Commission to issue subpoenas requiring testimony from representatives of Bloom Energy, Inc., Delmarva Power, and other entities involved in QFCP facility operations.

The QFCP tariff burden has exceeded $200 million and is increasing at approximately $3 million per month, substantially surpassing 2011 cost estimates.

Invite the Department of Natural Resources and Environmental Control to participate in the review, with the Public Service Commission maintaining primary responsibility.

Require the Public Service Commission to complete the review and submit a public report to the General Assembly and Governor within 1 year, including any recommendations for legislative action to reduce the tariff burden.
