Senate Resolution No. 10 Summary

• All FDA-approved medications for opioid use disorder treatment must be made available to all persons with opioid use disorder in Delaware correctional facilities.

• Individuals already receiving medication-assisted treatment upon entry to the Department of Correction must continue receiving their medication during incarceration.

• The Department of Correction must assess and provide treatment to individuals using illicit opiates who need medication-assisted treatment as clinically indicated.

• The Department of Correction must develop a strategic plan and internal policies by 2021 to provide all medication forms in all facilities, including routine screening upon entry, safe medication storage procedures, and reentry planning for continuity of care.

• The Department of Correction must submit a funding request to the Governor and General Assembly for the 2021 fiscal year budget based on the number of incarcerated individuals with opioid use disorder and per-patient costs for each medication.
