Celebrates the 40th anniversary of the Taiwan Relations Act (TRA), signed into law on April 10, 1979, which codifies the historically close relations between the United States and Taiwan.

Endorses Taiwan's efforts to secure a Bilateral Trade Agreement with the United States and commits to strengthening the sister-state relationship between Delaware and Taiwan, which was established on September 12, 2000.

Notes that bilateral trade between Delaware and Taiwan amounted to nearly $193.6 million in 2017, making Taiwan Delaware's 12th-largest exporting trading partner globally.

Supports Taiwan's meaningful participation in international organizations including the World Health Organization, International Civil Aviation Organization, United Nations Framework Convention on Climate Change, and International Criminal Police Organization.

Directs the Secretary of the Senate to send copies of the resolution to Governor John Carney and the Representative of the Taipei Economic and Cultural Representative Office in the United States.
