Establishes the rules of procedure for the Delaware State Senate during the 150th General Assembly, including order of business, convening times (Tuesday at 2 p.m., Wednesday at 4 p.m., Thursday at 2 p.m.), and meeting requirements.

Requires all bills and resolutions to include titles, proper formatting, author identification, and synopsis; bills must pass through committee review within 12 legislative days and can be petitioned out of committee by majority request.

Sets voting procedures requiring roll call votes and majority of all elected members for passage; prohibits voting after roll call announcement and restricts members from floor between announcement and declaration of results.

Establishes 17 standing committees including Agriculture, Banking, Education, Finance, Judicial, and others to review and report on bills before full Senate consideration.

Implements mandatory anti-harassment policy with formal and informal reporting procedures to designated leadership, investigation by Rules & Ethics Committee, and required anti-harassment training for all members.
