Joy C. Bower joined the Delaware State Senate staff on January 5, 1988, and became permanent staff on April 1, 1989.

She held multiple roles including Bill Clerk, Secretary-Receptionist, Journal Clerk, Calendar Clerk, and Tribute Clerk before becoming Assistant Secretary of the Senate on August 1, 2003.

She was elected Secretary of the Senate on January 8, 2019, and served in that capacity until her retirement after 32 years of service.

The resolution recognizes her multi-generational connection to Legislative Hall, as her mother Patricia Ament and her own children also served on legislative staff.

The Senate extends best wishes for a long, happy, and healthy retirement to Bower in recognition of her dependability, skill, and service to all members regardless of political affiliation.
