Honors Harris B. McDowell, III upon his retirement from the Delaware State Senate after 44 years of service representing the First Senate District since 1976.

Recognizes McDowell's family legacy of public service, including his grandfather Harris B. McDowell, Sr. (state senator 1922-1926) and father Harris B. McDowell, Jr. (state senator 1942-1946 and U.S. Congressman).

Highlights McDowell's major legislative accomplishments including establishing the Department of Services for Children, Youth and Their Families, creating the SEED and Inspire college tuition grant programs, and establishing the Delaware Sustainable Energy Utility (DESEU) in 2007.

Commends McDowell's dedication to accessibility and civil rights, exemplified by his efforts to ensure voting access for people with disabilities.

Directs that a suitable copy of the resolution be presented to Senator McDowell upon passage.
