Requires disclosure of donor identity, donation amounts, dates, purposes, and terms unless the donor specifically requested anonymity.

Mandates universities disclose identities of research grant sponsors and grant/contract terms and conditions regardless of donor privacy protections.

Requires two-thirds majority vote in both houses due to constitutional requirement for amending educational charters sustained by the State.
