Adds new definitions to Delaware Code § 4902A including "airbag," "counterfeit supplemental restraint system component," "nonfunctional airbag," and "supplemental restraint system."

Defines "nonfunctional airbag" as a replacement airbag that is previously deployed, has electrical faults detected by vehicle diagnostics, includes misleading parts, or is subject to federal prohibition under 49 U.S.C. § 30120(j).

Prohibits automotive repair facilities from installing counterfeit supplemental restraint system components or nonfunctional airbags in motor vehicles, and from selling devices that disable vehicle diagnostic warnings for missing or defective airbags.

Expands unlawful auto repair practices to include knowingly manufacturing, importing, distributing, or selling counterfeit supplemental restraint system components or nonfunctional airbags intended for use in motor vehicles.

Renumbers existing prohibited trade practices in § 4903A and adds two new prohibitions addressing installation of counterfeit or nonfunctional airbags and devices that disable diagnostic systems.
