Change flag salute and pledge requirement from mandatory daily participation to providing students an opportunity to participate each day, allowing non-participation.

Allow students who do not salute or pledge allegiance to silently stand or remain seated without discrimination based on political, philosophical, or religious beliefs.

Add charter schools to provisions prohibiting school districts, administrators, and employees from discriminating against students based on the content of student-delivered voluntary messages at graduation ceremonies.

Repeal criminal penalties (up to $50 fine or 10 days imprisonment) previously imposed on principals or teachers for failure to require the flag salute and pledge.

Repeal monetary penalties ($5 for first violation, $25 for subsequent violations) on teachers or principals for non-compliance with flag salute requirements.
