Expands transportation benefits to students in grades 7 and 8 who live 1 or more miles from their assigned public schools, aligning with current grade K-6 requirements.

Clarifies that transportation benefits for grades K-8 apply only to students attending their residentially-assigned public schools, not charter schools or schools in different districts.

Grants the Department of Education explicit authority to promulgate rules and regulations regarding student transportation in both public and nonpublic, nonprofit elementary and secondary schools.

Limits transportation for nonpublic, nonprofit school students to within public school district boundaries and restricts coverage to elementary and secondary school levels.

Takes effect upon enactment with required implementation by September 1, 2023.
