Prohibits former members of the General Assembly from accepting state agency positions for 1 year after their final term of office if the position was created during their final term.

Prohibits former members from accepting state agency positions for 1 year after their final term if compensation was increased during their final term and they did not previously hold the position.

Excludes from the compensation increase restriction any increases appropriated by the General Assembly to all similarly situated state employees.

Enforces restrictions through misdemeanor penalties of up to 1 year imprisonment and fines up to $10,000 for knowing or willful violations.

Maintains existing 2-year post-employment restrictions on all state employees, officers, and officials from representing private enterprises on matters they directly handled during their public service.
