Establishes the Delaware Fostering Independence Through Education Tuition Waiver Program to provide free college education to former foster youth at University of Delaware, Delaware State University, and Delaware Technical Community College

Covers tuition, mandatory fees, on-campus housing, and meal plans (year-round where offered), minus any grants or scholarships received

Eligibility requires Delaware residency, being under age 27, and either qualifying for the Chafee Education and Training Voucher program or having spent 12+ months in state custody between ages 14-18

Waiver available for up to 5 years for full-time undergraduate enrollment, beginning spring semester 2022

Each institution must designate a staff point of contact to assist eligible students with verification, financial aid, and referrals to on-campus and off-campus support services
