Adds income eligibility requirement that tenant household income must not exceed 30% of county median income as defined in the Delaware State Housing Authority Fact Book for HUD purposes.

Modifies lot rent threshold requirement, changing from 40% to 30% of county median income for determining whether lot rent exceeds the assistance threshold.

Requires all household occupants' income to be included in income calculations, whether or not they are tenants.

Maintains existing eligibility criteria including ownership/residency prior to July 1, 2006, full-time exclusive residence, liquid asset limit of $50,000, and compliance with community rules.

Clarifies that lot rent calculations exclude utility charges and other fees/assessments that are part of the services rider.
