Requires all public high schools, vocational-technical high schools, and "high needs elementary schools" to have school-based health centers compliant with state insurance regulations

Defines "high needs elementary schools" as those in the top quartile for 3 or more categories (low-income students, English learners, students with disabilities, minority students) or having 90% of students classified as low-income, English learners, or minority

Exempts charter high schools, alternative schools, and early education schools from the requirement, but includes high needs elementary charter schools

State will fund start-up costs for at least 1 high school and 2 high needs elementary schools per fiscal year until all covered schools have health centers

Allows high needs elementary schools with pre-existing school-based health centers to apply for reimbursement of previously incurred establishment expenses
