Amends Article XVI, § 1 of the Delaware Constitution to allow the General Assembly to designate who is responsible for providing public notice of proposed constitutional amendments and how that notice is disseminated.

Changes the required dissemination timeframe for notice of proposed amendments from 3 months to a window between 120 and 90 days before the next general election.

Removes the current requirement that notice be published in at least three newspapers in each county, replacing it with a flexible procedure to be established by an act of the General Assembly.

Requires a two-thirds majority vote in both houses for passage, as mandated by the Delaware Constitution's amendment procedure.

Works in conjunction with House Bill No. 131, which will implement the specific procedures for notifying the public of proposed constitutional amendments under the new authority granted by this act.
