Establishes procedures for notifying the public of proposed amendments to the Delaware Constitution, including publication in at least one newspaper of general circulation in each county and posting on the Department of Election's and General Assembly's websites.

Requires publication of the proposed amendment between 90 and 120 days before the next general election, with website posting maintained for at least 90 days before the election.

Designates the Secretary of the Senate as responsible for disseminating Senate-proposed amendments and the Chief Clerk of the House as responsible for House-proposed amendments.

Requires the Secretary of the Senate, Chief Clerk of the House, State Election Commissioner, and Director of the Division of Research to review and approve the notice before dissemination.

Requires notification to the Governor, General Assembly members, Legislative Council, and State Archivist detailing which newspapers published the amendment and when it was posted online.
